The Chain cover is usually used to protect the chain Lubrication from the foreign elements like dust, dirt and even dirty water which would dry it out. Thus making the Chain prone to failure due to friction. But when the Chain gets old due to wear and tear, it elongates and starts sagging at the bottom.
